This is my first 2007 tutorail enjoy it =D
Go from this:

First start croping your image and then resize it, and you are gonna have this:

Now duplicate your base twice and both set in screen 100% (Duplicate the base depending on the dark of your image =D):

Now open a new adjusment layer; Hue/Saturation:
Saturation: +34

Open another adjusment layer:Color Balance:
Midtones: +21, +17, +3

Open a new adjusment layer: Selective color:
Reds: Cyans -100, Magentas +24, Yellow +100, Blacks -2
Yellows: Cyan -28, Magenta +36, Yellow -19, Black -6
Neutrals: Cyan +30, Magenta -13, Yellow .26, Black -9

Selective color again:
Reds: Cyan -17, Magentas +12, Yellows -7, Black +18
Yellows: Cyan: -22, Magenta +8, Yellow +15, Black -9
Neutrals: Cyan +7, Mgenta -11, Yellow +1, Black -13
Open a new adjusment layer: Brightness/Contrast:
B:+10
C: -4

Make a new layer and fill it with #012a46 and set in Exclusion Opacity 40%

Make another Color Balance layer:
Midtones: +21, -11, +13

Now you can live it here if you want but if no follow me =):
First Merge the layers and then go to your tool bar and select your Circle Marquee Tool:
i dont know if that is the exactly name but the cap help you to understand me XDDDD beacuase my PS is in spanish, now select with your tool the part of your icon that you doesn´t want to blur =D, then that you select the part of the icon copy it and paste it in a new layer
Then go back to your base and now go again to your tool bar and select the Finger tool or the name that have in english this cap help you:
only make right click in the place that is the blur tool and chosee the last option that is a hand pointing now that you have it select, go to your base that is the merged layer and the in a circular way start to use your tool and you can see that your image is bluring with or of course the size of it have to be 8px =D i hope that you understand me XDDD if no ask me and these is your final result =)
